Where an exception to the CPRs is required for contracts over £177,897, Rule 6(b)(ii) requires that Cabinet approval be obtained to the exception where this is justified on its merits.
The proposed contracts will be for a period of 6 months with the option to extend for two additional periods of up to 3 months each with a total estimated value of £226,500 per half annum and directly awarded to the following four contractors to provide minor adaptations for older and disabled people at home, including grab rails, ramps, half steps and key safes:
• Age UK
• Carlton Construction
• R&H Electrical
• S&W Mobility
Responsibility for this service has recently transferred to the Adults and Communities Department from Leicestershire Traded Services. The current contract with the four providers had already been extended and a further extension is not possible if compliance with the Public Contract Regulations 2015 (PCR) is to be maintained. The direct award of the contracts for 6 months will be compliant with the PCR and allow the necessary time to undertake a full re-procurement to be completed.
