28/11/2018 - School Keep Clear zone at Millfield Academy ref: 10013    Recommendations Approved

The School Clear Zone at Millfield was the first of its kind in Leicestershire. The Access Fund gave the opportunity to fund a scheme designed to reduce congestion, increase active and sustainable travel and improve safety under an Experimental Traffic Regulation Order. In response to the Clear Zone Trial consultation, a new consultation exercise was launched on 31 August 2018 on a permanent Traffic Regulation Order with amendments to reflect feedback where possible from the Experimental TRO.

Decision:

To operate a school 'keep clear' zone at Millfield Academy. No waiting between the hours of 8-9am and 2-4pm Monday to Friday between 1st September-15th December and 1st January-15th July, except for bank holidays and in signed bays.

03/12/2018 - Weed Control Contract awarded to Environmental Husbandry Ltd. ref: 10014    Recommendations Approved

1. Environmental Husbandry have performed in a more than satisfactory manner.
2. There is a condition in place between Leicestershire County Council and the Contractor in Contract Data Part 1 that the contract may be extended in increments of 12 months, up to a maximum of 36 months.

To award the second year extension of the Weed Control Contract from 1st November 2018 to 31st October 2019 to Environmental Husbandry Ltd.

21/11/2018 - Temporary Traffic Light Management contract 2019 awarded to Colas ref: 9977    Recommendations Approved

The current contract and permitted extensions of contract period come to an end on the 31st December 2018. The existing contract has in general worked very well and has provided the Highways team the necessary flexibility and access to top up resources vital to deliver the service.
The format of the current contract has been reviewed and modified to suit new circumstances as necessary.
The tender has attracted a wide spread of companies from the traffic management sector.
The new contract is intended to start on the 1st January 2019 and is for a two year period.
The contract can be extended to a total of four years in two one year increments.
The quality submission of Colas is significantly better than other tenderers.

To appoint Colas for the Temporary Traffic Management contract 2019. This represents a re-appointment for Colas who were the current provider in 2018.

26/11/2018 - First year extension of the ESPO Sponsor a Roundabout contract awarded to Keegan Ford Sponsorship Ltd. ref: 9978    Recommendations Approved

1. The Main Framework Contract has been extended by ESPO until 4th July 2020. This implies that Keegan Ford have performed to the ESPO required standard.
2. There is a Secondary Contract in place between Leicestershire County Council (LCC) and Keegan Ford which provides for a possible 2 extensions of 12 months each beyond the original contract finish date of 31st December 2018.
3. This is an unusual contract in that Keegan Ford are paying us and if they hadn't performed well enough then Keegan Ford would have had complaints from the sponsors and wouldn't have received the sponsors promised payments. Keegan Ford are also efficient administratively and always pay LCC promptly.
4. Keegan Ford have increased the number of sponsorship deals in 2018/2019 beyond what they had anticipated within their tendered assessment. This validates the company's enthusiasm and efficiency.

To award the first year's extension of the ESPO Sponsor a Roundabout Contract from 1st January 2019 to 31st December 2020 to Keegan Ford Sponsorship Ltd.

15/11/2018 - No waiting at any time along Brook Street & The Green, Ashby de la Zouch ref: 9976    Recommendations Approved

The restriction shall prevent vehicles from parking at the roundabout of Brook Street and The Green and create a safe parking area.
This will create a safe highway environment allowing for safe passage for all its users.
