28/11/2019 - Proposed contract with Morgan Sindall for the MRN A511 Growth Corridor Scheme ref: 10635    Recommendations Approved

The Environment and Transport 2019/20 Highways Capital Programme and Highways Transportation Work Programme were approved by the Cabinet in March 2019. This included the MRN A511 Growth Corridor Scheme and procedures for procurement of major schemes. This decision is taken to comply with the Cabinet decision which stated:
e) That the Director of Environment and Transport, following consultation with the Director of Corporate Resources, the Director of Law and Governance and the Cabinet Lead Member for Corporate Resources, be authorised to enter into such contracts as is necessary to progress schemes in the approved Highways Capital Programme to allow Early Contractor Involvement (ECI) to take place in advance of all external funding required to deliver the scheme being in place, subject to:-
(i) The contract referring to an approved scheme (i.e. one set out in the Highways Capital Programme or Medium Term Financial Strategy).
(ii) The Director of Environment and Transport and Director of Corporate Resources being satisfied that funding partners are able to provide the necessary contributions including cost of ECI Stage 1 should the scheme not proceed to Stage 2.
(iii) The value of the contract at Stage 1 being within the amount covered by existing delegations to the Director of Environment and Transport and Director of Corporate Resources.
(iv) The Director of Environment and Transport following consultation with the Director of Corporate Resources will only authorise proceeding to Stage 2 (construction stage) where the scheme is approved, and funding is in place.

28/11/2019 - Proposed changes to parking restrictions on Belvoir Road and Kinghorn Close, Coalville ref: 10636    Recommendations Approved

A review as to how best to manage the traffic network across the County identified on-street parking as a factor that can affect the economy. The objectives are to encourage sensible and safe parking to keep traffic moving, make the road network safer and to meet the public's needs and demands for on-street parking to assist with the local economy requirements. As such it was proposed to create an un-restricted parking bay on Belvoir Road, Coalville between nos. 225-249 which would also act as natural traffic calming.
Following the construction of the new development on Kinghorn Close, Coalville it is necessary to propose an extension to the existing No Waiting At Any Time restrictions and the introduction of restricted parking Monday- Saturday, 8am-6pm on behalf of the developer. The proposed restrictions will create a safe highway environment allowing for safe passage for all its users.

The County Council currently employs two of its own teams on jetting work and a further team on CCTV work. From time to time the network demands mean that these resources cannot meet acceptable response times. In previous years it has operated one-year top-up CCTV and jetting contracts and these have worked successfully. It is now proposed to let a two-year top-up contract (extendable by up to three years) so as to avoid the need for continual re-tendering. Drainage 2000 Ltd has submitted the lowest tender price overall and its quality submission is fourth.

The junction of the A6 Loughborough Road and Bentley Road is signalised. Some parking occurs approximately halfway along Bentley Road and when traffic is queuing at the traffic signals during peak times this parking can prevent traffic that has turned into Bentley Road from getting past causing traffic to queue on the A6. Additionally, any parked vehicles are largely on the footway to try and ensure that they do not obstruct the flow of traffic; this can impede pedestrians from getting past on the footway.

A new bridge has been built over the M1, therefore it is proposed that the implementation of a 7.5 tonne weight restriction is imposed from Tay Road to the bridge at the roundabout junction of Meridian Way with Centurion Way and Murby Way. The weight restriction will limit the type of vehicles permitted to use and access the route shown. This will complement the restrictions in the vicinity and keep heavy goods vehicles on more appropriate roads.

As a result of this review the B4114, B4669 and B581 have been identified to have a total number of accidents above the national average. Therefore, in order to increase general safety and reduce the accident rate, the County Council proposes to reduce the speed limit from 60mph to 50mph.

As a result of Blaby District Council asking the County Council to investigate the provision of parking in the district due to its car park strategy, the opportunity arose for officers to carry out an area-wide study of parking restrictions and review the controls within the area.

Therefore, in the interests of road safety, facilitating opportunities for businesses, congestion management and improved parking opportunities for local residents, officers are therefore proposing to implement No Waiting At Any Time restrictions around the junction of Cedar Crescent and Coventry Road; Cutters Close and Coventry Road junction, Cutters Close and Sharpe Way junction, and the Thornton Drive junctions with Church View and the Health Centre.

In addition, consideration has been given to on-street parking facilities within the area. Officers proposed residents preference parking with 1 hour limited waiting Monday to Saturday 8am to 6pm in one section of Coventry Road, and residents only parking in two sections of Coventry Road.

It was also proposed to formalise the School Keep Clear Markings at the Greystoke Primary School, Thornton Drive by making them mandatory; the restriction to apply Monday to Friday 8am to 4pm.

09/05/2019 - Abandon the proposed residents parking scheme for various streets in Loughborough ref: 10432    Recommendations Approved

The area around the A60 is a mixture of terraced housing, flats, some semi-detached houses and a few businesses. The semi-detached houses are predominately in the new developments; generally in the new developments some parking provision has been allocated. This is one of the few remaining areas in Loughborough that has terraced housing but isn’t part of a residents-only parking scheme.
Following some of the residents getting in touch about not being able to park on street and the general enquiries received over time about residents parking it was decided to carry out an initial consultation to ascertain the support such a scheme might have with a view to advertising a complete scheme. As part of the proposals a one-way system was proposed in each zone to try to create some on-street parking spaces as traffic would not need to give and take and no waiting restrictions at the junctions could be reduced.


It was decided that the result of the consultation was not conclusive enough to proceed with the scheme. As residents were being asked to pay for a permit a majority would need to be in favour. There are also several businesses within the zones and residents-only parking could make it difficult for those businesses to operate.
The same applies to the one-way system with the results of the consultation not being conclusive. One-way streets can potentially inconvenience residents and although it would create more on-street parking it was thought that the consultation would need to be more conclusive. Also some of the parking spaces that were going to be created by removing single yellow lines will be taken up as part of the single yellow line review.

09/05/2019 - Soar Valley Way Bridge - Repairs to bridge parapet ref: 10429    Recommendations Approved

Soar Valley Way is a main outer distributor dual carriageway road near to Fosse Park, Leicester. Lengths of Bridge Parapet adjacent to both Lane 2 and the central reserve on Soar Valley Way bridge were damaged in a road traffic accident in late 2018. In the interim the road has been operating to a reduced speed limit with TVCB’s in place in lieu of the damaged bridge parapet.
The County Council has now made sufficient funds available to upgrade the whole length of parapet adjacent to the centre reserve (approximately 60 metres in each direction). Road space booking is available from Monday July 15 to Friday July 26 2019, traditionally when traffic in Leicester is quieter and hence the work will cause less disruption.

All County roads that are assigned the national speed limit have been reviewed to identify those with an accident rate higher than the national average. As a result of this review Long Lane, Wood Lane and Belvoir Road have been identified to have a total number of accidents above the national average. Therefore, in order to increase general safety and reduce the accident rate, the speed limit will be reduced from 60mph to 50mph.
